AFD and 2050 Pathway Brings Together Ministries of Finance to Strengthen Climate Action Ahead of COP30

Addis Ababa, 4 September 2025 – The Agence Française de Développement (AFD), together with the 2050 Pathways Platform, convened a high-level South-South peer exchange of Ministries of Finance from Africa, Latin America, and the Caribbean from 2 to 4 September 2025 in Addis Ababa. This initiative underscores AFD and 2050 Pathway’s commitment to supporting Ministries of Finance in aligning fiscal policy with climate objectives and advancing innovative financial solutions for the transition.
As the world prepares for COP30 in Belém, Brazil, marking ten years since the adoption of the Paris Agreement, Ministries of Finance are increasingly stepping into a central role in shaping climate policy. Their mandates—ensuring fiscal sustainability, promoting economic growth, and allocating resources efficiently—are directly linked to the challenges and opportunities of climate action.
The Addis Ababa workshop, co-organized by AFD and the 2050 Pathways Platform in collaboration with Institute for Climate Economics and the Coalition of Finance Ministers for Climate Action, created a unique platform for peer-to-peer dialogue. Senior officials exchanged practical experiences on green debt instruments, pollution pricing, budget tagging, taxonomies, and green public procurement. The event also fostered discussions on governance arrangements to better integrate climate priorities into economic planning.
By facilitating this South-South exchange, the partners helped strengthen institutional alignment, build bridges across regions, and ensure that climate strategies are embedded within fiscal policy frameworks. This approach is critical for a sustained, just, and resilient transition.
South-South cooperation as a driver of climate ambition
The workshop highlighted the importance of South-South cooperation, drawing lessons from successful initiatives such as the Latin American and Caribbean Platform of Finance Ministers for Climate, and supporting the upcoming establishment of the African Platform of Finance Ministers for Climate Action. These exchanges contribute to reinforcing regional cooperation, converging toward shared agendas, and raising the profile of climate action within Ministries of Finance.
At this milestone— a decade after the Paris Agreement —the creation of such peer learning platforms signals a new phase of global climate cooperation, one where the Global South not only participates in but also shapes the design of climate finance and policy frameworks.
Partners and collaboration
This workshop was an initiative of the 2050 Pathways Platform and AFD, in collaboration with the Coalition of Finance Ministers for Climate Action, and organized by I4CE. Held under Chatham House rules, the event enabled open and informal exchanges, fostering trust and collaboration among participants.
