Central African Republic
Building on a strengthened partnership between the two countries, AFD Group is consolidating its commitment to the Central African Republic through the bilateral roadmap endorsed in 2024.
This commitment is reflected in projects supporting education, state reform, and reducing vulnerability among the population.
Context
The Central African Republic (CAR) is one of the poorest countries in the world. The crisis the country experienced between 2013 and 2015 led to a collapse of the economy and public services, leaving people in an extremely difficult humanitarian situation. Many infrastructures and businesses were destroyed, and the administration, particularly the public financial management framework, was paralyzed.
The improvement in the political context offers CAR an opportunity to embark on a path towards national reconciliation, good governance and stronger economic management. Despite its agricultural, forest and energy resources, CAR remains a fragile state facing multiple challenges: better integrating rural areas into the national economy, strengthening governance at both central and local levels, and expanding socio-economic opportunities to tackle extreme poverty.
Taken together, these national priorities underpin a shared vision: one of a more balanced country, where people have confidence in the state and real prospects for the future.
A partner of the country since 2008, AFD is supporting CAR’s recovery from crisis through grants financing targeted interventions addressing the country’s main fragilities, alongside loans provided by Proparco to support the private sector.

Our approach
AFD and CAR: improving governance and combating extreme poverty
Our objective: to support stronger governance and the redeployment of public administration, particularly at the local level.
In addition to supporting stakeholders at the central level, AFD works with state technical services, both deconcentrated and decentralized, to strengthen:
- Macroeconomic stability: helping ensure sustainable public finances and secure relations with international institutions.
- Support for social sectors: financing essential health expenditure.
- Arrears reduction: supporting the repayment of domestic debt and arrears to ease pressure on public finances.
Disparities in access to essential services between urban and rural areas remain a barrier to balanced development. AFD supports basic education and vocational training. For example, the “Education for All” program aims to give out-of-school or marginally schooled young people the opportunity to continue and complete their education.
The project is expected to reach 21,500 students across 50 schools in five sub-prefectures, including Berberati, Gamboula, Sosso Nakombo, Dé-dé Mokouba and Carnot. The program will also include teacher training and the development of income-generating activities to strengthen families’ autonomy.
AFD is providing €9 million in support to the Institut Pasteur de Bangui (IPB) to strengthen its operational capacity in a structured and sustainable way. This intervention focuses primarily on improving diagnostic capacity and the quality of care for children with febrile illnesses, a major public health challenge in the Central African Republic.
This partnership contributes to the long-term strengthening of the health system by building IPB’s skills, equipment, and operational protocols. Its implementation is supported by Expertise France, a subsidiary of the AFD Group, which has been present in Bangui since 2025 and provides on-the-ground technical assistance.
AFD supports the development of the energy sector in CAR to ensure reliable and equitable access to electricity for all. The country has significant hydropower potential, but its infrastructure remains limited and aging, holding back economic growth and people’s well-being.
By financing projects such as the rehabilitation of the Boali hydropower plant, AFD is helping to increase renewable energy production and secure electricity supply in Bangui and beyond.
AFD also finances power and road infrastructure, market facilities, local urban services such as drinking water, sanitation, and public lighting, as well as access roads to open up the most isolated areas.
